The team

You will join 14 co-workers at the Sioux City Resident Construction Office that will be administering $44 million of projects to improve the bridges and roadway during the 2021 Construction Season which includes the following key projects:

  • HMA resurfacing of US 20 Bypass in Sioux City (5 miles)

  • HMA Resurfacing of IA 12 in Sioux City – convert 4-lane to 3-lane roadway

  • HMA Resurfacing on I-29 in Harrison County (6 miles)

  • HMA Resurfacing on US 30 in Harrison County (9 miles)

  • HMA Resurfacing on IA 10 in Sioux County (16 miles)

  • Bridge Deck Overlay on I-129 over Missouri River

  • PPCB Bridge Replacement on IA 12 over Indian Creek

Job Description

The Highway Technician Senior functions as a project inspector on smaller projects, as an inspector for some phase of construction on larger projects. Their responsibilities include quality control testing according to established procedures, preparing reports, documenting project activities, and performing technical duties as needed in the resident construction office. The Highway Tech Senior must be able to work with minimum of supervision as a project inspector on smaller projects, able to work with other inspectors, contractors, producers, suppliers, and other departments as an office technician. Specific knowledge of engineering survey techniques and highway and bridge construction methods and inspection is required. The Highway Tech Senior must obtain and maintain Agg 1, Agg 2, HMA 1 and PCC 1 Material certification.

This position also performs duties related to winter snow and ice removal. Assignment for winter snow and ice removal may be at the maintenance garage nearest the employee’s home.

Lifting:Ability to perform heavy work, occasionally (1-33% of the time) lifting/lowering, carrying and pushing/pulling various items/using force from 50 - 100 lbs. Team lift or mechanical assist recommended for weights over 75 lbs.

CDL: Within 14 calendar days following appointment, a valid Class A Commercial Driver’s License with the required endorsements and applicable restrictions must be obtained and maintained in order to continue employment.

Drug & Alcohol testing:Requires a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.

Certifications:Requires certification for testing materials and operating specialized equipment.

Additional Requirements:

  • Post offer, pre-employment physical.

  • Must respond to emergency situations as required.

  • Must be able to work up to 16 consecutive hours.

Shift:Monday through Friday, 7:45 AM to 4:30 PM. Possible night work, weekends and holidays. Some overnight travel may be required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from high school, GED, or equivalency, and experience equal to four years of fulltime work in highway maintenance, equipment operation, construction inspection, field work in engineering survey, or materials inspection and testing.

2) A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of post-high-school education in highway maintenance, equipment operation, construction inspection, field work in engineering survey, or materials inspection and testing equals one year of full-time experience.

3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Highway Technician or Construction Technician.

4) Current, continuous experience in the state executive branch that includes twenty-four months of full-time work as a Highway Technician Associate.

Additional Qualification Requirements

  • Positions in this class require possession of a valid Commercial Learner’s Permit upon hire. Within a timeframe determined by the appointing authority, a valid Commercial Driver’s License with the required endorsements and applicable restrictions must be obtained and subsequently maintained to continue employment.

  • In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), this job requires a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.

  • Prior to starting employment, all persons are required to have a post offer, pre-employment physical verifying the physical ability to perform the duties described.

  • Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to obtain and maintain Herbicide Applicator certification from the Department of Agriculture and Land Stewardship.

  • Positions require certification for testing materials and operating specialized equipment as required by the Iowa Department of Transportation’s Technical Training and Certification Program for Highway Materials and Construction; and/or other certifications as required.

  • Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to attend a comprehensive bridge inspection course required by the National Bridge Inspection Standards.

  • Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.

  • Within a timeframe determined by the appointing authority, employees in designated positions are required to reside within a defined driving time, during normal conditions, from the assigned work location.

  • Employees must respond to emergency situations as required.

  • Employees must be able to work up to 16 consecutive hours.
