Cobham Mission Supply Chain Program Manager in Davenport, Iowa

Description Cobham is seeking a Supply Chain Program Manager. The purpose of the role is to manage all supply chain required planning, execution, control, and closeout activities for assigned projects or programs. Responsible for leading and managing one or more complex projects to deliver the agreed scope within planned quality, time and cost parameters to satisfy the specified project and/or program requirements and drive for customer and stakeholder satisfaction. Supporting the overall business case, targeted margins, and cash flow objectives. This position is located in Davenport, IA. Key Responsibilities: * Deliver project to agreed time, cost and quality parameters. Managing risks and issues proactively. Delivers product(s) for each project, phase or stage through Supply Chain, meeting first pass approvals through each stage of the tollgate review process. * Ensure effective and open communications throughout the project team and stakeholders. * Manage relationships with key internal (IPT, Project, Contracts and Financial) and external customer personnel. * Coordinates with the buying team in the timely placement of purchase orders within requirements, and deliveries to meet the demand plan, quality and cost targets (total cost of ownership). * Lead project procurement assessments, including core context reviews, make-buy plans, and developing an outsourcing strategy, as required, ensuring total cost of ownership is evaluated. * Collaborates across Cobham with Commodity Sourcing Leaders to implement sourcing strategies for externally procured parts and services (Cobham Category Management). * Applies standard operating framework (SOF) principles to build and manage effective supplier relationship management and customer relationship management. * Defines and addresses supplier risk management throughout the development process. * Functional development of contracts to support Business Unit needs (MOU, MOA, LTA, etc.), in alignment with Strategic Sourcing. Interpret and address changes to terms and conditions, as appropriate. Review and implement, as appropriate, advice from legal counsel. * Lead / support Cobham contract negotiations with strategic suppliers. Strong negotiation skills required, balancing the needs of the customer and the needs of the business in support of the Business Win process. * Understand contractual flow downs, quality, qualification, technical specifications, and current terms and conditions for improvement opportunities. Protection of Cobham intellectual property. * Contract management of existing contracts and supplier performance, conduct gap analysis, and develop recommendations and implementation plans. Participates in the supplier development qualification process, and leads projects to improve quality, cost and delivery performance with suppliers. * Identify opportunities to improve the flow of Finance information (pricing/proposals, cost estimating), in alignment with both commercial and DoD accounting rules and regulations. * Manage the tracking, updating and reporting Supply Chain progress and / or variance on all aspects of the project / program including financials (EAC), project plans (IMS), work breakdown structures (WBS), project risk registers and LCM adherence with project / program reporting calendar to both internal and external customers. * Seek to minimize the effects of change ‘scope creep’, ensure changes are formally tracked and processed in alignment with the IPT. Manage the changes and contract variations to optimize cost and margins. Minimum Requirements: * Bachelor’s Degree Required * 8 + years of experience working on complex projects (CAT 1, 2 and 3 projects) or in a project team lead role; managing supply chain arrangements to delivery against development projects. * Demonstrated ability to work in a cross functional team providing impact without authority * 5+ years of experience managing supplier and customer relationships. * 5 + years of experience working within procurement/supply chain, within a manufacturing or technology environment * This position requires access to technology, materials, software or hardware that is controlled by export laws of the US. In order to be eligible you must be either a US Citizen or Permanent Resident. Preferred Qualifications: * Bachelor’s Degree in Engineering, Business, Operations, Project Management or Supply Chain. * PMP / CAPM / APICS Certification or equivalent. * Sufficient knowledge of functional disciplines and program management. * Knowledge and demonstrable experience of project program management (PPM) techniques. * US Department of Defense contracts knowledge.
