REPORTING SHOP LOCATIONS: MORGAN CREEK & TODDVILLE

SALARY RANGE: Minimum $56,621 Midpoint - $67,549 Maximum - $87,766

Directs routine road and right of way maintenance. Receives and understands written and oral instructions. Checks on and resolves concerns or complaints from the public. Trains and assists employees to understand and perform their jobs. Essential Functions: Assigns daily work assignments to bargaining unit personnel. Evaluates work for compliance with County work rules, policy and standards.

Works with property owners to bring adjacent ROW and entrances into standard. Makes decisions on culvert requirements based on a given formula. Makes decisions on if Commercial Access agreements or Road Agreements are needed. Secures encroachment agreements on upcoming projects or specific areas of need.

Evaluates road conditions year round to ensure travel and access to include winter travel and natural disasters per policy. Performs or directs general maintenance within an assigned area including road signage, rocking, seal coating, dust control, shouldering, patching, tree cutting, brush removal, blading, driveway and crossroad culvert installation, ditch cleaning and general maintenance projects.

Completes payroll, DOT reporting information, billing information, employee evaluations and maintains a daily log book for accuracy.

Responds to work requests and work orders by evaluating the issue and applying policy when applicable to best resolve the issue. Keeps a written record of requests and daily maintenance activities.

Trains and evaluates employees on maintenance and operation of equipment. Ensures consistent maintenance and construction practices within assigned work area. Ensures document compliance.

Knows the County's Customer-Centered Culture, mission, Strategic Plan and Core Values and demonstrates them on a regular basis. Identifies, develops and refines departmental products to align with the Linn County Strategic Plan and enhance Customer Satisfaction. Collaborates with customers to enhance Customer Satisfaction. Facilitates capturing the "Voice of the Customer" and uses it to improve departmental performance.

Creates professional development training plans for every employee that includes improving technical, communication and relationship skills, focusing on Customer Satisfaction, and enhancing the demonstration of Core Values and positive culture in the workplace. Performs other duties as assigned; regular work attendance is required. Qualifications: High school diploma or equivalent is required. Over four (4) years of experience in construction practices and supervision is required.

Additional relevant education or directly related experience may count towards minimum qualifications on a year for year basis at the discretion of the hiring manager.

Valid Class A Commercial Driver's License (CDL) with air brake endorsement or the ability to obtain within twenty-one (21) days of hire.

Ability to obtain certification as a Notary Public.

Reports to the Operations Superintendent; supervises Heavy Equipment Operators and Light Equipment Operators.

Ability to read and comprehend equipment manuals, safety bulletins, maps, instructions, blueprints and laws.

Ability to track project and billing information as well as completing reports, work orders, permits, time sheets, fuel sheets, inspections, project reports, instructions and safety forms.

Ability to perform basic mathematical functions and apply to projects assigned.

Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, plans and standard practices.

Responsible for completing or coordinating projects concerning roads and bridges. Knowledge of work force, materials, equipment and procedures needed to complete these projects with engineering, contractors and surrounding jurisdictions.

Ability to communicate with subordinates and to lead crew to complete tasks efficiently with quality results. Ability to work well with other employees and the public. Communication skills to inform staff and the public to County policies and practices and to listen to input from co-workers and the public.

Ability to use vehicles, backhoes, end loaders, graders, tractors, diggers, wrenches, shovels, power tools, computer, Microsoft Office Suite including Word, Excel and Outlook, calculator, hand tools, 2-way radios, telephone, range poles, level and grade rods.

Must pass a County physical examination which includes a drug test after offer of employment.
